I'm David DeForest from the VOA News Center in Washington.

North Korea says it has successfully conducted a successful underground nuclear test today that was much larger than its first test in 2006. The country's official news agency reported that the test was part of a measure to bolster North Korea's nuclear deterrent for self-defense. Russian and South Korean military officials said the nuclear explosion had a force of up to 20 kilotons, the same size as the bomb the US dropped on Nagasaki, Japan in 1945. The top U.S. military official, Admiral Mike Mullen, said it could take a couple of days to verify the test, but he had no reason to doubt North Korea's claims. In Washington, President Barack Obama condemned the test.

"The United States and the international community must take action in response. The record is clear North Korea has previously committed to abandoning its nuclear program. Instead of following through on that commitment, it has chosen to ignore that commitment. "

South Korea says it will join the regional partners in sticking a strong response as we hear from Kurt Achin in Seoul.

South Korean Presidential Spokesman Lee Dong-kwan called North Korea's nuclear test Monday a "serious threat to peace and stability on the Korean peninsula”. He says South Korea will work together with the United States, Japan, China and Russia to seek a response at the United Nations Security Council. Earlier Monday shortly after a 4.5 magnitude seismic event was detected in northeastern North Korea, North Korean official media confirmed a test had taken place. A North Korean newsreader says the country successfully conducted one more underground nuclear test, demonstrating what Pyongyang calls its "self-defensive nuclear deterrent" to the entire world. This is North Korea's second nuclear test. Scientists say it took place near the site of North Korea's first test in 2006. That test drew condemnation from the international community as well as the passage of a punitive United Nations Security Council Resolution. Kurt Achin, VOA News, Seoul.

U.N. Secretary General Ban Ki-moon cautions Sri Lanka's government leaders not to view their civil war victory as a defeat of the Tamil people. Mr. Ban, at a joint news conference with Sri Lankan Foreign Minister Rohitha Bogollagama, predicted that history could repeat itself if there is no reconciliation between the majority Sinhalese and the minority Tamils. The United Nations estimates the war left dead as many as 100, 000 people. The end of the quarter-century conflict has scattered 300, 000 Tamils. More than two-thirds of them are at a sprawling displacement camp called Manik Farm. The Secretary-General on a tour of it said it was clear Sri Lanka does not have adequate resources to handle the situation alone. He said such a huge challenge could only be adequately confronted with help from the international community. Later in the day, here in Kandy, the top U.N. official met President Mahinda Rajapaksa, welcoming the President's promise to resettle most of the displaced Tamils by the end of the year. Austrian police say armed men attacked worshipers today inside a Sikh temple in Vienna. At least 11 people were wounded in the attack. Witnesses were quoted by the Austrian press agency as saying the attack was led by a lone gunman and several others wielding knives and may have been the result of a feud between rival temples. A report says the attack was directed at a priest and occurred just after he delivered a sermon early Sunday afternoon.
