EU Ministers' meeting in Brussels remained adamant that talks were the only way to solve the impasse over Iran's nuclear program . British Foreign Secretary David Miliband told the Associated Press that it is (up) to Iran to respond to world powers following a meeting on Saturday in Geneva between Iran( on the) one side ,and the United States. European , Chinese ,Russian and other diplomats on the other .
That meeting appeared to go nowhere, with Iranian (diplomats) reportedly steadfast in the pursuit of their nuclear program which they insist is for peaceful purposes. The United States and a number of European nations, believe Iran might be building a nuclear weapon.
At a press conference in Brussels Tuesday, EU foreign policy chief Javier Solana said the door for dialogue with Iran remained open.
He said he awaited a response from the Iranian government with optimism. Then, he said, it was important to start tackling what he described as a second phase in negotiations.
EU ministers also agreed to toughen sanctions against Zimbabwe's president Robert Mugabe.

A military statement said 12 Kurdish rebel forces in Northen Iraq was targeted by the Turkish forces early Sunday .It also said all the planes returned safely . The attacked centered on the Qandil mountains near the Iraqi-Iranian border.
It is believed the region is the base for most of the leadership of the Kurdistan Workers Party, the PKK. A pro-Kurdish news agency confirmed the raid, saying it lasted two hours.
The same agency said the attack had caused panic among civilians. No figures were given for rebel or civilian casualties. But with strikes occurring in a mountainous sparely populated region, civilian causalities are rare.
Ankara accuses the PKK of using neighboring Northern Iraq as a base to launch strikes against its forces in Turkey.
On Thursday, Turkey carried out air strikes on 13 suspected PKK targets in the Zap region of northern Iraq. Turkish forces in the past few months have launched numerous air strikes against rebel bases in the region.
Earlier this year, Turkish soldiers entered Iraq in a week-long operation. Such operations against the PKK have been enhanced by U.S. intelligence information.
Retired Turkish General Haldun Solmazturk says these attacks are part of a psychological war against the rebels.

At least 14 people have been killed and around 100 injured in two explosions in the Turkish city of Istanbul. They occurred in a busy road in a working class residential district about ten minutes apart. There were scenes of panic with people covered in blood as they tried to run from the area. Sarah Rainsford reports from Istanbul

Two bombs were detonated in this attack, planned to cause as much harm as possible. A small device left in a rubbish container exploded first. Minutes later, when a crowd had gathered, a second far larger bomb went off. Istanbul’s governor has said there’s no doubt this was a terror attack, the target, a pedestrian street in a residential area of the city. A popular spot in the summer evenings, the area was crowded when the bombs were detonated.

Cities across India have been put on high alert after 17 explosions in Ahmadabad on Saturday. Troops and riot police have been deployed in Ahmadabad which has a history of religious violence. Damian Grammaticas reports from Delhi.

Ahmadabad was tense. Security forces patrolled the streets. Outside one of the city’s main trauma hospitals …two bombs went off here just as the injured were being brought in for treatment. The hospitals were overflowing with casualties, but it could have been worse. Bomb disposal officers defused several more unexploded devices. The aim may have been to ferment trouble between Hindus and Muslims. And there’s real concern that Indian cities are now the target of a sustained indiscriminate campaign of bombings

A coalition of mainly African aid agencies has strongly criticized the joint African and United Nations peacekeeping mission in the Darfur region of Sudan. The group known as the Darfur Consortium said the mission was too small inadequately equipped and was failing to protect civilians. Our world affairs correspondent Mark Doyle reports

The joint United Nations-African union mission in Darfur, or UNAMID, began operations six months ago. The hybrid force came about because the United Nations Security Council promised protection to some four million people caught up in the war between the Sudanese government and rebels. But Khartoum insisted that Africans should make up the bulk of the soldiers.

Ten days ahead of the opening of the Olympic Games in China, the human rights group, Amnesty International, has released a scathing assessment of Beijing’s human rights record since being awarded the Games back in 2001. The report says that far from improving, China’s human rights record had actually worsened. Vaudine England reports from Hong Kong.

When China was awarded the chance to host the Olympics, it promised to uphold the values of human dignity associated with the Olympian tradition. It said human rights would improve, the media would be free, and that all social conditions including health and education would be enhanced. Amnesty International says the opposite has occurred. The Amnesty report concludes that Chinese activists have been locked up, people have been made homeless, journalists have been detained, websites blocked, and the use of labor camps and prison beatings increased.

Talks have continued late into the night in Geneva in an attempt to avoid a breakdown in negotiations to liberalize world trade. A spokesman for the World Trade Organization said the talks had reached a very tense and uncertain stage. A BBC correspondent says the biggest obstacle to a deal is a dispute over how much developing countries can protect vulnerable industries from competition. United States trade negotiator Susan Schwab said China and India were demanding too much

Those countries are advocating selectively reopening the package, and therefore there is a real threat to the delicate balance that we achieved on Friday night, and I’m very concerned that it would jeopardize the outcome of this round.

India said Washington was favoring rich countries at the expense of efforts to combat poverty

President Bush has told the Pakistani Prime Minister Yousuf Raza Gilani that he still regards his country as a strong ally in the fight against terrorism. Mr. Bush said after talks at the White House that Mr. Gilani had made a very strong commitment to securing Pakistan’s border with Afghanistan.

Talks between the government of Zimbabwe and the main opposition party, the Movement for Democratic Change, have run into difficulties. The talks in the South African capital Pretoria aimed at trying to resolve the country’s political crisis began last week. Peter Bowes has the details.

According to unnamed sources in the opposition Movement for Democratic Change, a dispute may have arisen over the allocation of key posts in a new government. Robert Mugabe’s Zanu-PF Party had apparently suggested that the MDC leader Morgan Tsvangirai be appointed the third vice-president, even though Mr. Tsvangirai won a majority of the votes in the elections in March. Some reports indicate that the talks have broken off for the time being. But Mukoni Ratshitanga, the spokesman of the South African President Thabo Mbeki, who’s the chief facilitator, said he heard nothing about the talks being deadlocked.

An estimated 15 thousand supporters of the former Bosnian Serb leader Radovan Karadzic have demonstrated in Belgrade, protested his arrest and impending transfer to the Hague, where he is wanted on war crime charges relating to the Bosnian conflict in the 1990s.
With Radovan Karadzic still waiting to be extradited, supporters brought their anger and their passion to the central Belgrade. The rally, organized by the Nationalist Radical Party, attracted at least ten thousand demonstrators, all condemning what they see as the government’s willingness to cave into the international pressure. Briefly, the situation seems threatening, but for all the teargas, the broken windows, this was not repeat of the rampant violence that followed Kosovo's declaration of independence in February.

The latest United Nations’ report on HIV and AIDS says there has been a drop in the annual number of deaths from the disease. It says two million people died from AIDS last year, down from 2.2 million three years ago. There was also a drop in the number of new HIV infections. But the report warns that the rate of infection is still rising in a number of big countries.

Ten days after his arrest in Belgrade, the former Bosnian Serb leader Radovan Karadzic has made his first appearance before the United Nations war crimes tribunal in The Hague. He heard the 11 formal charges against him, relating to the Bosnian conflict of the 1990s, including one count of genocide and five counts of crimes against humanity. Mr. Karadzic waived his rights to legal representation. He also told the judge that he’d been offered a deal in 1996 by Richard Holbrooke who was the US assistant Secretary of State at the time. The United Nations Security Council is meeting to renew the mandate of the joint UN-African Union peace keeping force in Darfur. The vote has been complicated by demand from the prosecutor of the International Criminal Court for the Sudanese President Omar al-Bashir to be indicted for genocide in Darfur. From UN headquarters in New York, Laura Trevelyan reports.

The interests of peace and justice in Darfur have become entwined in a diplomatic row. What should have been a straightforward vote to renew the mandate of the Darfur peacekeepers has turned into an argument about President al-Bashir of Sudan accused by the prosecutor of International Criminal Court of committing genocide in Darfur. African countries want the UN Security Council to use its powers to delay the court’s work for a year, arguing that indicting the Sudanese president will undermine peace in Darfur. Britain, France, the US and Latin American countries don’t want to do this, saying justice must prevail.

American’s biggest state is facing a budget deficit of more than 15 billion dollars. And legislators are struggling to agree a standing plan for the current year. Mr. Schwarzenegger apologized to state workers but said he had no choice.

The President of Venezuela, Hugo Chavez, says he will nationalize one of the country’s largest banks, the Bank of Venezuela, as part of his program of taking public control of key assets. Mr. Chavez said he would take over the bank after learning that its owners, the Santander Group in Spain, intended to sell it to another Venezuelan bank. In the past two years, Mr. Chavez has increased state control over the oil, telephone, electricity, steel, and cement industries.
