Prosecutors at The Hague war-crimes tribunal say they expect the extradition of the former Bosnian Serb leader Radovan Karadzic to be delayed. Mr. Karadzic's lawyer said he appealed against the extradition at the very last minute on Friday, so the earliest wartime leader can be transferred to The Hague will be Monday or Tuesday next week. If extradited Mr. Karadzic plans to conduct his own defense. The spokeswoman for the tribunal's chief prosecutor Olga Kavran says she hopes that lessons have been learned from the trial of the former Serbian President Slobodan Milosevic.

The Iraqi President Jalal Talabani has rejected a draft law aimed at paving the way for provincial elections.
